Rwanda Revenue Authority is seeking to recruit self-motivated, qualified persons to fill the following posts (click on each position name for more details on responsibilities,qualifications,skills and competence) :

1. INTEGRITY MANAGEMENT OFFICER (1)

The post is on Grade : 5

Under the supervision of the Integrity Management Group Leader, the Integrity Management Officer conducts investigations into suspected corruption and fraud cases or other serious or gross disciplinary faults by RRA employees. He/she is responsible for ensuring that inquiries carried out are properly assessed and that they result in full disclosure of facts leading to prosecution and administrative action or acquittal as appropriate.

Responsibilities :

Reviews assigned cases by assembling all related documents, information and tools, and prepares investigation schedule prior to commencing investigation assignment.

Conducts investigations into suspected corruption and fraud cases or other suspected serious or gross disciplinary faults by Rwanda Revenue Authority employees.

Conducts interviews and other forms of investigation with suspects, informers and witnesses and properly records information obtained in accordance with official guidelines for investigations.

Prepares case investigation reports indicating methods used fact findings and investigator opinion and recommendations in accordance with official guidelines for investigations.

Testifies before the Disciplinary Committee and provides evidence to prosecutors on investigation findings upon request.

Assists in identifying new disciplinary cases for investigation in accordance with established methods and sources.

Performs other official duties as assigned.

Qualifications, skills and competencies

A university degree in Law, Social Sciences, Public Administration, Management, Economics, Business Administration, Finance or related fields.

At least 3 years of working experience involving drafting reports.

Good written communication skills and ability to write reports with no or minimum mistakes.Good analytical, communication, interpersonal and problem solving skills.

Good organizational skills, attention to detail, and ability to meet deadlines.

Possesses high degree of integrity and maintains strict confidentiality in performing duties.

2. BACK OFFICE MONITORING TEAM LEADER (1)

The post is on Grade : 5

Under the Supervision of the EBM Monitoring Group Leader, the Back Office Monitoring Team Leader is responsible for the back office monitoring of the sector he/she is monitoring. He/she is therefore responsible of :

Coordinating back office monitoring officers under his/her unit ;

Participating in the cleaning process of the registered EBM users by sector of activity and
location ;

Daily and weekly planning of back office monitoring activities ;

Investigation of reported sales through EBM and report on trends on some aspects (cancelled invoices, exempted sales)

Highlighting non compliant EBM users and suggesting actions such as education, audit,investigations, field monitoring ;

Monitoring selected taxpayers and produce a report over a given period depending of nature of risks assessed ;

Design dashboard report easing the monitoring ;

Suggest appropriate mechanisms of effective monitoring of the taxpayer compliance such as use of software ;

Crosschecking of EMB reported data with other data in RRA systems such as SIGTAS,ESW, Data Warehouse ;

Produce and submit weekly, monthly, quarterly and annual reports to the Back office
monitoring manager ;

Perform any other tasks assigned by the EBM Monitoring Group Leader.

Qualifications, skills and competencies

Bachelor’s Degree in Business Information and Technology, Business Information Systems and related fields ;

At least 3 years in relevant technical, administrative and data analysis work ;

Excellent knowledge of Kinyarwanda, French and/or English both written and verbal and Very good knowledge of report writing ;

Excellent inter personnel skills in order to relate to colleagues, staff, superiors, and members of the public ;

Excellent knowledge of how to analyze, collates, and evaluates information to turn it into
intelligence ;

Excellent leadership skills and the ability to evaluate work produced by subordinates ;

Excellent management skills and experience in dealing with staff at various levels ;

Excellent knowledge of EBM procedures ;

Excellent knowledge of how to keep accurate records and how to maintain them for Project use ;

Ability to meet work schedules and deadlines.

3. JUNIOR DATABASE ADMINISTRATOR (1)

The post is on Grade : 5
Under the supervision of the Senior Database Administrator, the Junior Database Administrator is responsible of database:installation, upgrade and security.
Responsibilities :

Installation and update of database software.

Database structure modification when required.

Maintain database security (add users, access restrictions).

Database backups and recovery.

Database storage control and tuning, etc.

Assists in the selection of database software.

Qualifications, skills and competencies

Bachelor’s degree in information systems, computer science or information technology.

At least three years of experience in database administration or IT software development

Relational database concepts, SQL language, Linux, Oracle RDBMS or similar database.SQL * Server desirable.

Ability to communicate verbally and in writing,

Ability to work well with other in team setting, Self discipline and personal.

4. CALL CENTER OFFICER (1)

The post is on Grade : 5

Under the supervision of the Call Center and Customer Relations Manager, the Call centre officer ensures that highest standards of customer service to clients and stakeholders are provided. He/she provides clients with general information and advice regarding the RRA and services offered, responding to client’s questions and complaints.

Responsibilities :

Professionally administer all incoming calls or enquires and ensure they are all attended to ;

Register frequently asked questions on a daily basis ;

Establish a data base of responses to frequent asked questions ;

Pay attention to details about complaints of taxpayers and prepare report on them ;

Answer multi-line phone system and direct callers to the appropriate location ;

Provides callers with information about RRA services and facilities.

Consistently adheres to RRA business procedure guidelines ;

Report equipment malfunctions and ensures corrective action is taken to restore full service ;

Closely make a follow up on user complaints that are not of a routine nature and take corrective measures ;

Any other activity that may be assigned by the supervisor ;

Answer multi-line phone system and direct callers to the appropriate location ;

Professionally administer all incoming calls or enquires and ensure they are all attended to.

Qualifications, skills and competencies.

Bachelor’s degree public relations , communication , or marketing,

3 years working experience in Public Relation or related field,

Excellent communication skills ;

A strong customer focus and a good telephone manner ;

Ability to work well in teams ;

Confidence and a good business sense ;

Focused and self-motivated approach to work.

5.BACK OFFICE MONITORING OFFICERS (6) ?

The post is on Grade : 4

Under the Supervision of he Back Office Monitoring Team Leader, the Back Office Monitoring Officer is responsible for the back office monitoring activities of the sector he/she is monitoring. He/she is therefore responsable of

Daily and weekly planning of back office monitoring activities ;

Investigation of mported sales through EBM and report on trends on some aspects (cancelled invoices, exempted sales.

Highlighting non compliant EBM users and suggesting actions such as education, audit,investigations, field monitoring ;

Based on risks and tax potentiality, suggesting taxpayers to be distributed to some selected RRA staff for monitoring purposes ;

Monitoring selected taxpayers and produce a report over a given period depending of nature of risks assessed ;

Suggest appropriate mechanisms of effective monitoring of the taxpayer compliance such as the usage of software ;

Crosschecking of 3MB reported data with other data in RRA systems such as SIGTAS,ESW, Data Warehouse ;

Produce and submit weekly, monthly, quarterly and annual reports to the Back office monitoring manager ;

Perform any other tasks assigned by the Back Office Monitoring Team Leader.

Qualifications, Skills and Competencies
