Ministry of Youth and ICT
The Ministry of Youth and Information and Communication Technology is a public institution with the mission of addressing national priorities for economic growth and poverty reduction through the development and coordination of National Information and Communication Technology Policies and Programs as well as and through youth empowerment. Therefore, the Ministry of Youth and ICT is seeking to recruit experienced staff to fill the following vacant posts :

HUMAN RESOURCES MANAGEMENT SPECIALIST (1 post)
Specific tasks and responsibilities
The Human Resources Management Specialist shall report directly to the Permanent Secretary in MYICT and is responsible of :
To Provide Technical Support at senior level to MYICT on matters related to Human Resource Management by :
Conduct and or supervise research, policy and strategy analysis on matters of HR in the institution ;
Design policy and strategy proposals as well as programs and projects in matters of HR in the public service ;
Analyse job requirements and prepare job descriptions and job specifications for recruitment, job evaluation and other purposes ;
Identify strategic and operational capacity building and development needs of the institution ;
Formulate staff development strategies and programs especially in staff training and supervise their implementation ;
Provide advice to the institution on recruitment, performance management including evaluation, HR needs assessment, HR forecasting , planning and management, capacity development and training, scholarships schemes, competence profiling, skills inventory, HRM information systems, leadership development, and other aspects of HRM including pension schemes, pay roll management, incentive schemes, utilization of ICT to manage HR ;
Initiate budget proposal for the HR department ;
Enforce and coordinate periodic staff performance appraisal/evaluation exercises ;
Play an advisory role for the institution’s staff on HR policies and procedures ;
Monitor or establish payment statements (staff salaries and benefits) and regularly verify statutory contributions and all legal deductions ;
Prepare, Monitor and evaluate the organization’s recruitment and selection process to ensure that the organization recruits the best people for advertized jobs and ensure the compliance with legislation and best practice related to equal opportunities ;
Play advocacy role and ensure the staffs welfare ;
Carrying out any other relevant tasks assigned by the Ministry authorities.

Requirements and qualifications
AO in Human Resource Management, Management with specialization in HR, Business Administration with specialization in HR management with 3 years of working experience or Master’s Degree or Equivalent in Human Resource Management, Management with specialization in HR, Business Administration with specialization in HR management.

Knowledge and technical skills required
Deep knowledge of Rwandan Public Service and Labor Law ; Knowledge in Conflict Management ; Knowledge of the regulations applying to payroll procedures, Knowledge of Human Resources Concepts, Practices, Policies and Procedures ; Policy analysis, strategy design, project formulation and report writing and communication skills, strong leadership skills, planning and organizational skills, Problem Solving Skills ; Computer Skills ; Judgment and Decision Making Skills ;-Time Management Skills ; Interview Skills ; High Analytical Skills ; Team working Skills ; Fluent in Kinyarwanda, English and/or French knowledge of all is an advantage.

LEGAL ADVISOR (1 post)
Specific tasks and responsibilities
The Legal Advisor reports to the Permanent Secretary and is responsible of :
Prepare legal and statutory texts of the ministry ;
Preparing draft of decrees and regulations and follow up the process of adoption by competent organs ;
Provide legal opinions on the dossiers submitted to the ministry ;
Examine legal aspects of requests from the public ;
Conduct the follow up of legal texts submitted to cabinet or to the parliament ;
Receive and examine contentious dossiers of interest to the ministry and provide opinions to decision makers ;
Elaborate preparatory instructions of contentious issues and evaluate the use of legal and regulatory aspects of interest to the ministry ;
Collect and conserve jurisprudence decisions in matters of appeal concerning the ministry
Follow up of contracts signed between the Ministry and partners ;
Proposing strategies for the implementation of laws, decrees and regulations ;
Drafting memoranda of understanding with the Ministry’s partners and monitoring their implementation
Drafting, review and advising on contracts between the Ministry and suppliers and partners ;
Drafting employment contracts to be proposed to the Ministry authorities ;
Preparing monthly, quarterly and annual progress reports and whenever required ;
Performing any other duties as may be ascribed to him/her by Ministry’s authorities

Job requirement. qualifications and experience
A0 in law with 3 years of working experience ; Or Master’s Degree or Equivalent in Law with 1 year working experience.

HUMAN RESOURCES OFFICER Of IWAWA CENTRE (1 post)
Specific tasks and responsibilities
The Human Resource Officer shall report to the Director of Administration and Finance Unit and is responsible of :
Analyzing training needs in conjunction with departmental managers.
Planning, and sometimes delivering, training, including inductions for new staff
Developing with line managers HR planning strategies which consider immediate and long-term staff requirements
Dealing with grievances and implementing disciplinary procedures ;
Interpreting and advising on employment laws related to HR procedures
Administering payroll and maintaining employee records ;
Negotiating with staff and their representatives on issues relating to pay and conditions ;
Advising on pay and other remuneration issues, including promotion and benefits ;
Developing and implementing policies on issues such as working conditions, performance management, equal opportunities, disciplinary procedures and absence management ;
Recruiting staff – this includes developing job descriptions and person specification with departmental managers , preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates ;
Working closely with departments, increasingly in a consultancy role, assisting line managers to understand and implement policies and procedures ;
Promoting equality and diversity as part of the culture of the organization ;
Liaising with a wide range of people involved in policy areas such as staff performance and health and safety ;
Manage the institution’s organizational structure for efficiency and effectiveness
Analyze results against indicators defined in the performance contracts
Examine the requests of personnel
Prepare and provide service testimonials on request
Manage staff administration files
Verify respect for laws, regulations and instructions by the Ministry staff
Prepare payment lists and verify staff contributions to Social Security Fund of Rwanda
Organize staff leave roster
Perform any other task assigned to him/her by the supervisor

Requirements and qualifications
AO in human resources management, management or public administration.

Good communication skills (written and spoken), ability to plan and organize the work and identify priorities, team work and respect for diversity. Excellent in official languages is required.

TRAINERS IN CARPENTRY AT IWAWA REHABILITATION AND VOCATIONAL SKILLS DEVELOPMENT CENTRE (3posts)
Specific tasks and responsibilities
The trainers at IWAWA Rehabilitation and Vocational Skills Development Centre in various disciplines under supervision of director of training will perform the following duties :
To prepare and deliver theoretical courses in the field he/she is training in as it is set in the curriculum ;
To prepare, set up and oversee practical training exercises ;
To set up practical training facilities ;
To maintain and manage training equipment ;
To plan the training program and implement it ;
To monitor the progress of Trainees and identify any bottlenecks individual trainees may be having ;
To write and share with the Supervisor the progress report on a weekly basis ;
Continually assess the changes in the market and propose ways to tailor the program to the market needs ;
Plan for the training material/equipment and work with the procurement officer and management to avail them timely ;
To carry out any other duty as assigned by the Supervisor ;

A2 in Carpentry with experience of 2 years in the same field

ASSISTANT TRAINER IN AT IWAWA REHABILITATION AND VOCATIONAL SKILLS DEVELOPMENT CENTRE (1 post)
Specific tasks and responsibilities
The trainers at IWAWA Rehabilitation and Vocational Skills Development Centre in various disciplines under supervision of director of training will perform the following duties :

YOUTH CENTER COORDINATION OFFICER (1 post)
Specific tasks and responsibilities
The Youth center coordination officer shall report to the Youth Empowerment Program Manager and is responsible for :
Coordinate all activities of youth friendly center.
Represent the Youth friendly center in all activities at Sector and District level.
Ensure funds mobilization for the center’s activities
Ensure the efficient mobilization and sensitization of youth
Ensure the effective use of funds, documents and equipment/materials of center.
Supervise and coordinate youth center staff.
Conduct monitoring and evaluation of activities at the level of the community.
Prepare different reports and ensure that they are submitted to the concerned authorities.
Collaborate with local authorities, other partners and all implementing agencies to empower young people.

Job requirement. qualifications and experience
Bachelor’s Degree in Social Sciences, Development Studies, Economics, Management, Public Administration, Human Resources, Development Studies or Ai in the same fields with three years of working experience.

MONITORING AND EVALUATION OFFICER
Specific tasks and responsibilities
The Monitoring and Evaluation Officer shall report to the Director of Planning and Product Development unit and is responsible for :
Monitoring functions
Develop and implement monitoring mechanisms and tools to verify implementation of national policy and Ministry plans ;
Carry out periodic monitoring of activity implementation of the Ministry and of performance contracts ;
Follow up on the implementation of different government recommendations at the Ministry level
Produce reports and charts to document project progress, milestones and outcomes
Analyze data and evaluate the effectiveness of project activities
Carry out any other relevant tasks assigned by superiors
Evaluation and reporting functions
Collect, consolidate and analyze periodic performance reports and propose recommendations for improved Service delivery ;
Develop and update data collection and reporting tools, including, defining performance baselines, targets and indicators for the Ministry’s activities.
Conduct the evaluation and impact studies on activities and programs undertaken by the Ministry ;

The IT Security Senior Engineer shall report to the Director General of ICT policy development and programs coordination and is responsible of the following :
Cyber Crimes Management ;
Cyber Security Management ;
Support to Law, Order and Public Safety sectors ;
Policy and Strategy Development ;
Key stakeholders account management ;
Partnership management ;
Statistics generation and reporting ;

PSYCHOLOGIST AT IWAWA REHABILITATION AND SKILLS DEVELOPMENT CENTER (2posts)
The Psychologist shall report to the Director of Health and Social Rehabilitation Services unit and is responsible for :
Work with individuals and groups to promote optimum mental health
Help individuals to deal with addictions and substance abuse ;
Maintain confidentiality of records relating to clients treatment ;
Encourage clients to express their feelings and discuss what is happening in their lives, and help them to develop insight into themselves and their relationships ;
Guide clients in the development of skills and strategies for dealing with their problems ;
Prepare and maintain all required treatment records and reports ;
Counsel clients and patients individually and in group sessions to assist in overcoming dependencies, adjusting to life and making changes ;
Advising parents and all staff on behavior change towards their clients.
