INTERNAL JOB COMPETITION AT NATIONAL POST OFFICE
The National Post Office (NPO) seeks to fill the following five positions : Postal Branch Manager (2) ; Head Cashier CCP Head Office Branch (1) ; Head Office CCP Branch Manager (1) ; CCP Accounts management Attendant (1) ; Driver (1).The Competition for those positions is open only to current staff (Under Statutes or Under Contract) at National Post Office.

1. POSTAL BRANCH MANAGER
Main responsibilities and duties
• Representing the National Post Office at the provincial/district level ;
• Supervise and coordinate the activities of the Postal Branch ;
• Managing the assets of the Branch ;
• Develop monthly, quarterly and annual reports· on the activities of the Branch ;
• Liaison between the central administrative units and the Branch ;
• Centralize and check the accounting records of the Branch ;

Required qualifications and skills
• Be a Rwandan Citizen ;
• Have Ai in Management, in Business Administration, in Economics, in Commercial Studies, in Public
• Administration or in Social Sciences, in Finance, or in any related field
• Have A2 in Commerce and Accounting, in Social Studies, in Humanities, with 3 years of experience ;
• Be a self-starter and results-oriented ;
• Ability to work as a part of a team ;
• Ability to communicate well orally and in writing in English or French (knowledge of both languages is an advantage)
• Strong computer skills (Knowledge of Excel is a must, knowledge of an accounting Software is an added advantage) ;
• Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the institution.

2. HEAD CASHIER CCP HEAD OFFICE BRANCH
Main responsibilities and duties
• Safeguard the fund given to him/her ;
• Maintain cash books and do daily reconciliation ; ;
• Supply tellers with funds ;
• Centralize the accounting operations from cashbooks ;

Required qualifications and skills
• Be a Rwandan Citizen ;
• Have a Bachelors’ Degree either in Accounting, Finance, Banking, or Management
• 3 years of relevant experience ;
• Ability to work as a part of a team
• Be a self-starter and results-oriented ;
• Ability to communicate well orally and in writing in English or French (knowledge of both languages is
• an advantage)
• Strong computer skills (Knowledge of Excel is a must, knowledge of an accounting Software is an added advantage) ;
• Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the institution.

3. HEAD OFFICE CCP BRANCH MANAGER
Main responsibilities and duties
• Manage the activities of the CCP Head Office Agency ;
• Perform cash transactions and maintain related books (142 P, 148 P) of accounts ;
• Supply service whith counters in funds ;
• Perform controls of the service counters ;
• Centralize the daily and monthly accounting entries ;
• Perform opening of CCP accounts

Required qualifications and skills
• Be a Rwandan Citizen ;
• Have a Bachelors’ Degree either in Accounting, Finance, Banking, or Management ; Knowledge of CCP and/or other Postal Financial Services is an added advantage ;
• 3 years of relevant experience ;
• Ability to work as a part of a team
• Be a self-starter and results-oriented ;
• Ability to communicate well orally and in writing in English or French (knowledge of both languages is an advantage)
• Strong computer skills (Knowledge of Excel is a must, knowledge of an accounting Software is an added advantage) ;

4. CCP ACCOUNTS MANAGEMENT ATTENDANT
Main responsibilities and duties
• Issuing debit accounts titles ;
• Issuing account statements CCP customers ;
• Keep records of customers ;
• Keep records internal service ;
• Calculate commissions and charge them to the accounts ;
• Perform credit accounts

Required qualifications and skills
• Be a Rwandan Citizen ;
• Have a Bachelors’ Degree either in Accounting, Finance, Banking, or Management ;
• 3 years of relevant experience ;
• Ability to work as a part of a team
• Be a self-starter and results-oriented ;
• Ability to communicate well orally and in writing in English or French (knowledge of both languages is an advantage)
• Strong computer skills (Knowledge of Excel is a must, knowledge of an accounting Software is an added advantage) ;

5. DRIVER
Major responsibilities and duties
• Collect and sort letters and parcels, and make deliveries.
• Collect mail from partner’s institution and businesses over a set route ;
• Deliver the collected mail to a mail centre where it is sorted and processed ;
• Sort some mail by hand and typing new addresses on illegible mail adresses ;
• Plan and follow the most efficient routes for delivering mail ;
• Record information, such as items received and delivered and recipients’ responses to messages.
• Check with EMS Service after completed deliveries, in order to confirm deliveries and collections and to receive instructions for other deliveries.
• Perform routine maintenance on delivery vehicles, such as monitoring fluid and oil levels and replenishing fuel.

Required qualifications and skills
• Be a Rwandan Citizen ;
• Have at least an A3 Diploma in all domains
• Have a Driving Licence, Cat. A & B (minimum)
• 3 years of relevant experience ;
• Ability to work as a part of a team ;

On the basis of the provisions of article 8 of the Law No 86/2013 Of 11/09/2013 establishing the General Statutes for Public Service with regard to recruitment modalities in Public Administration and within the Public Service, apart from the position of “Driver”, the remaining four (4) positions are open for competition only for the staff currently working for the National Post Office.

Interested staff and who fulfill the profile and qualifications requirements indicated for each post should submit the completed application form, which can be found on the Website of Public Service Commission, www.psc.gov.rw. accompanied by a photocopy of required degrees and/or certificates and a photocopy of identity card, to the Attention of Director General, National Post Office at Muhima (Iposita Building), not later than January 27th , 2017 at 5:00 pm.
