Job Description
The Social Protection Program Specialist reports directly to the Director General in Charge of Community Development and Social Affairs and is responsible to :

- Provide technical guidance and oversight in designing and updating national policies, strategies, programs, legal texts and standards related to social protection (SP) ;
- Liaise with all stakeholders (Government affiliated agencies, civil society Organizations and NGOs) to ensure the smooth implementation of National policies, strategies, programs, legal texts and standards related to SP ;
- Ensure the Ministry performance in social protection meets national, regional and international standards ;
-Carry out research relevant to his/her attributions to ensure standardized and effective performance ;
- Develop strategies and guidance notes to ensure that sector programmes are benefiting the poorest, including specific vulnerable groups amongst the extreme poor, such as female headed households, disabled people, vulnerable children and elderly people, historically marginalised people etc.. and how they graduate out of Poverty.
- Organise and carry out visits within and abroad to internalize factual implementation towards Social Protection and graduation out of poverty ;
- Research on regional and international best practices lead to total coverage of the poor and vulnerable and promotes graduation in order to propose policy actions for improvement in Rwanda ;
- Develop and disseminate guidelines and instructions towards better targeting, coverage with minimum package and graduation ;
- Review periodically targeting, appeals and complain mechanisms in collaboration with relevant institutions and other stakeholders in order to minimize inclusion and exclusion errors and guarantee social justice ;
- Develop terms of reference for policy formulation and technical assistance in Social Protection ;
- Organise SP sector working group and SWG subcommittees,
- Do any other Ministry duties assigned by higher competent authority

Job Profile
A0 in Sociology, Social Work, Clinical Psychology, Education Sciences ; Development Studies, Economics, Public Policy, Management, Administrative Sciences, Public Administration with 3 years of working experience or Master’s Degree in Sociology, Social Work, Clinical Psychology, Education Sciences ; Development Studies, Economics, Public Policy, Management, Administrative Sciences, Public Administration

Key Technical Skills & Knowledge required : - Knowledge in all aspects of Social issues ; - Knowledge of Community development programmes and perspectives ; - Knowledge of the social protection programmes ; - Knowledge of the legiative background of Rwandan Community and welfare ; - Knowledge in technical and policy issues related to social protection ; - Knowledge in social and economic development contexts, - Understand and Knowledge of cross-sectoral policy areas, particularly with respect to intersection of social safety nets, social insurance, education, skills and labor policy ; - Skillls in dealing with social protection multilateral institutions ; - Computer Skills ; - Organizational Skills ; - Communication Skills ; - High analytical & Complex Problem Solving skills ; - Judgment & Decission Making Skills ; - Time management Skills ; - Team working Skills ; - Fluency in Kinyarwanda, English and/ or French ;knowledge of all is an advantage.
